Introduction The Univerisity of Findlay is one of five charter members of the DHS-funded Rural Domestic Preparedness Consortium (RDPC) charged with developing and delivering courses designed for rural first responders and first receivers. Training will begin in 2008. SEEM currently is implementing a three year training program (developed by SEEM) for a consortium of 29 Ohio hospitals. The three year plan was based on a training needs assessment completed in the fall 2007. In addition to managing the training program, SEEM will also be providing hands-on training services to the hospitals.
Course Descriptions Disaster Management for School-Based Incidents - Partnering Rural Law Enforcement & Local School Systems
Many rural schools are exceptionally vulnerable to tragedy. This course will allow participants to assess and advance their individual and department's level of preparedness, mitigation potential, response and recovery to school-based or school-impacted disaster sites. This course will best serve law enforcement personnel who will have to respond to an emergency at a school building or entire school system, as well as school administrators. This course is also available in a Train-the-Trainer format.
Rail Car Incident Response
This course is designed to increase the knowledge of first responders to better recognize and characterize the different types of rail cars, potential leaks, and courses of action to be taken based on initial site assessment. In addition, the course will increase the participant's knowledge of safety and hazardous conditions that may exist at the scene and become familiar with safe practices adapted by the railroad industry.
Port & Vessel Security for Public Safety Officials
The course will examine the regulatory framework and security requirements that are currently in place at the maritime facilities located in rural communities and how they impact the role of company (facility owner) and vessel security officers. The course also details security measures and training mandated for maritime facilities and personnel employed in those facilities. Students will leave the class with a better understanding of how to respond to emergencies in rural maritime facilities. This course is also available in a Train-the-Trainer format.
Roll Call Training
First responders are on the job as soon as they report for duty. The University of Findlay is developing a series of brief, hard-hitting, high quality reviews that will be referred to as Roll Call training. Intended for safety briefings at the beginning of each shift, or at any other convenient time a rural emergency responder group is brought together for safety oriented meetings, the product will be a series of training vignettes that can be viewed on-line or on DVD at any time. Roll call training topics can be viewed repeatedly, are short and hard hitting.
Hospital Exercises The University of Findlay can design and assist with developing and conducting exercises to test how well your staff responds to an incident and how well they understand your emergency operations plans and standard operating procedures. We will design the exercise (table top or functional) to meet your needs and regulatory requirements.
