Introduction
Officers will respond in real situations according to how they train. Video scenario training is an immensely powerful tool in exposing officers to the realism of deadly encounters and teaching those needed skills necessary to survive and help others survive life threatening incidents.

The Center for Terrorism Preparedness (CTP) has purchased the best, most technically advanced video training system on today's market. The CTP has purchased a system produced by Firearm's Training System (F.A.T.S.). The system features a broad assortment of DVDs with scenarios covering a vast range of subjects. The CTP has obtained all of the newly released scenarios released by F.A.T.S. In addition, the CTP has purchased the technology that allows for the creation and production of custom-designed scenarios that can be played on F.A.T.S. 100 or 200D systems.

Video Scenario Training
The Center for Terrorism Preparedness (CTP) offers Video Scenario Training featuring the most current, cutting edge advances available:
  • A wide variety and number of video scenarios are available. All are directed at honing survival and use of force decision making skills.
  • Specialized scenarios also exist for:
    • Plainclothes Officers
    • Maritime Situations
    • Correctional Officers
    • Training for dealing with active shooter(s)
  • Non Lethal scenarios are also available and can be customized.
  • Authoring Technology can be implemented to quickly produce scenarios utilizing your designated location, directed at your specific training needs
  • System features include:
    • Tether less weapons with weapon recoil operator control
    • A shoot back cannon that enhances the realism by simulating the suspect(s) fire by shooting high velocity foam balls at the officer
    • Lanes training function that places the officer(s) on a simulated firing range. A shot analysis can be used to quickly identify shooting deficiencies and improve marksmanship.


Scenario Authoring
Video scenario training is most effective when officers or students are exposed to know and varied scenarios that pertain to current training issues. Budget cuts and the high cost of FATS DVDs have greatly diminished many agencies ability to obtain new updated scenarios.

The University of Findlay's Center for Terrorism Preparedness has acquired the knowledge and technology that allows us to film and produce scenarios on DVDs that are of the same quality as FATS at a cost that is less than half of similar DVDs from FATS.

In producing scenarios, we use experienced police training officers. Many of our scenarios are based on prior occurrences. All of our scenarios are centered on current training issues and are designed to provide your officers with invaluable training experiences.

Our DVD selections come with an Instructor Scenario Guide. The guide is presented in a format that is easy to read and use while training with the FATS system. The guide will provide your training officers with needed information to get the most out of the training scenarios.

At this time, we have three DVDs available for purchase. Our DVDs can be run on FATS 100 or 200D systems. A description and the pricing of each DVD as Follows:
  • Street Survival contains seven scenarios that require officers to think on their feet and use all of their acquired skills to make quick decisions in stressful situations.
  • Active Shooters in School This DVD consists of a total of five scenarios that run continuously. The scenarios are all designed to develop officers' team and tactical skills for handling incidents involving an active shooter(s) inside of a business or school.
  • OPOTA Pistol/Shotgun Range. The DVD contains the 2003 Ohio Police Officers Training Association (OPOTA) qualification pistol and shotgun range courses. This filming takes the officer or student through the courses in real time.
Our law enforcement instructors will work closely with you in developing and producing high quality scenarios that are specific to your officers' training needs. Our University resources allow us to produce scenarios at a significantly less cost than our competitors.

Video Scenario Simulation Training Project Summaries
Firearms Simulation Training
CTP delivered Firearms Training Systems (FATS) to nearly all non-administrative county law enforcement personnel for mid-size Ohio County Sheriff’s department. Our instructor coordinated the training schedule and curriculum with the county safety and training officers, and incorporated departmental policies and procedures in the hands-on training which included the use of chemical spray, baton, handcuffs and firearms. Our program exceeded the primary goal of the department which was to provide affordable training to nearly one hundred officers and to test the officer’s decision-making skills and to their response to simulated situations. All officers, special deputies, jailers, and staff participated. The judgmental training provided by The University of Findlay proved very beneficial for several officers who were involved in a real-life situation that required the use of lethal force a few weeks after the training. In fact, the officers involved stated that the training they received helped them make the right decisions and survive a life-or-death situation.
Firearms Simulation Training for Hospital Security Force
SEEM delivered on-location Firearms Training Systems (FATS) that involved all forty-five security personnel of a local hospital/medical center. The SEEM instructor coordinated the training schedule and curriculum with the Chief of Security and Management to incorporate departmental policies and procedures into the training. In this case, a greater emphasis was placed on the officer’s verbal communication skills used to deal with a situation that may occur. The goal of the security staff is to diffuse or de-escalate the incident and hopefully eliminate the need for the use of force. The training program included the use of communication and verbal skills, empty-hand techniques, as well as the use of baton, chemical spray and firearms. The training exceeded the expectations of the Chief of Security and will be incorporated into an annual training program for security personnel at the medical center. In the future, The University of Findlay will create additional scenarios that will involve hospital and security staff. These scenarios will be created and filmed at the client’s facilities to enhance future training at not only this medical center, but other medical centers as well.
Firearms Simulation Training for Law Enforcement
SEEM has delivered Firearms Training Systems (FATS) for many local law enforcement agencies. The goal of the agencies and departments is to provide effective training to as many officers as possible at an affordable cost. To date, over five hundred officers have participated in the training programs. The training, which normally is conducted on location, includes officers from the County Sheriff and Municipal Police Departments who are interested in maximizing participation and sharing training expenses. Collectively, over five hundred officers from more than a dozen different departments have participated in and benefited from our FATS training programs. Frequently, the training was conducted during non-normal working hours to accommodate the various schedules of law enforcement personnel. The goal of our training program is to test the decision-making skills of the officers and to provide realistic training that will improve their response to real-life situations that they will face. To accomplish this, The University of Findlay will tailor the program to meet the needs of the participating agencies with hands-on training to include verbal communications, prisoner control techniques, handcuffing, use of baton, chemical spray and firearms.
Simulated Firearms Training for Corporate Security Client
SEEM created a two-day training session using Firearms Training Systems (FATS) on location to personnel of a private security firm responsible for the safety and security of an Executive for several Fortune 100 companies. CTP’s instructor coordinated the training schedule and curriculum with the client’s Chief of Security and Management. Additional training scenarios specific to the client’s physical property and facilities will be filmed and produced by SEEM to enhance future training for this particular client.
